Adjust rack to top position and preheat oven to 400°F. Bring a #medium pot{} of water to a boil. Wash and dry all produce.

Halve and deseed @bell pepper{1%unit}. Rub each half with a drizzle of @olive oil{1%tbsp}; season with @salt{1%tsp} and @pepper{1%tsp}. Place on a #baking sheet{}, cut sides down.

Meanwhile, place @butter{1%tbsp} in a #small bowl{}; microwave until just melted ~{30%seconds}. Stir in @panko breadcrumbs{½%cup} and season with salt.

Once water is boiling, add @cavatappi pasta{8%oz} to pot. Cook, stirring occasionally, until al dente ~{10%minutes}.

While pasta cooks, heat a large, preferably ovenproof, #large pan{} over medium-high heat. Add @marinara sauce{15%oz}, @water{½%cup}, half the @chives{2%tbsp}, a pinch of @chili flakes{½%tsp}, and a big pinch of salt; stir to combine. Bring to a boil, then reduce heat to medium. Simmer until slightly thickened ~{5%minutes}.

Once bell pepper is done roasting, remove from oven and let cool slightly. Transfer bell pepper to a cutting board, then thinly slice.

Drain pasta and add to the marinara sauce along with @cream cheese{4%oz} and @icelandic cod{12%oz} (cut into strips). Stir until cheese is melted and fish is coated. Transfer mixture to an #ovenproof dish{}. Top with sliced bell peppers, @fresh mozzarella{6%oz}, and panko mixture. Broil until golden and bubbly ~{5%minutes}. Sprinkle pasta bake with remaining chives and as many remaining chili flakes as you like. Serve family style or divide between plates.
